Dr. M. Selva Balan

Dr. M.SELVA BALAN is working as a Joint Director (Scientist) and Head of Hydraulic Instrumentation and Canal Automation divisions at CWPRS. He has done his BE & ME in Electronics and Communication Engineering from College of Engineering, Guindy (CEG), Anna University, Chennai during 1993 & 1995 respectively. He has done his Ph.D in Machine Learning and Advanced Signal Processing for Bathymetry survey data in Computer Science Engineering department at Defence Institute of Advanced Technology (DIAT), a deemed University under Ministry of Defence. He has worked as Lecturer at Madras Institute of Technology during 1996-1998 and worked as development Engineer at Philips Medical System during 1998. He was selected by UPSC for the post of Research officer at CWPRS, Ministry of Water Resources (MoWR) in Nov 1998 and serving since then. He has done his Signal Processing course work from I.I.T., Bombay during 1999-2000.

Dr Selva Balan has been associated with many vital projects across India such as Mullai Periyar dam, Kateri lake, Bharatapuzha river, Satanur dam, Teesta Barrage, VJNL, KRMB, KBJNL, Narora SCADA, KoPT, Bakra Nangal, Indira Sagar, Sardar Sarovar, Ukai, Kadana, Mahi, IGC, SSNNL, and many national important projects. The above works consists of Flood forecasting, discharge measurement, sedimentation survey, dam Instrumentation, SCADA, bed profile recorder development, Instrument calibration etc. He has obtained a patent for Noncontact flow measurements from the Indian Government for 20 years. Has delivered more than 50 invited lectures across India at IIT’s, NIT’s, NWA, KERI, Inst of Engineers, WALMI, GERI, and Government departments. He worked as an expert member nominated for World Bank projects related to National Hydrology Projects and guided Kerala and Tamilnadu states. Expert member for SCADA design and prestigious E- Flow studies for Sutlej Beas basin during 2013 along with world bank team. He had edited and initiated many ISO and BIS documents under TC 113. He has published around 50 Conference and 30 International Journal Papers including Springer, IEEE, IAHR. He has guided more than 50 BE and 30 ME project students of Pune University. His area of interest includes Machine Learning, Image Processing, Acoustic imaging, Resistive Imaging, Knowledge-based Engineering Tools, SCADA, Bathymetry Survey, MEMS-based Dam Automation. Presently he is also an external expert member for polavaram dam instrumentation and Kerala and Tamilnadu states for their NHP and DRIP activities respectively.

He is now working on Artificial intelligence, ANN, GA applications, and coding using Matlab, PYTHON, and Micro PYTHON applications.
