He is a Chartered Member of the Royal Town Planning Institution-UK; he has a PhD and M.Phil in strategic planning from Oxford Brookes University UK, with over twenty-five years experience in megaprojects management, strategic planning, and urban planning design and development. He had a comprehensive set of international training institutes worldwide, including the USA, Japan, South Africa, Spain, Malaysia, Singapore in sustainable development, program management, planning policies, and nature-based development. He has been actively involved with national, regional and international development corporations, UN agencies, WB, and medium and large private and public-sector development projects. Dr Fahmy’s role was to lead the UN-Habitat (Egypt) Strategic Planning and Development Programme to achieve complex and mega programme objectives. He provided leadership in developing and implementing SDGs targets, values, and principles for the national, regional, sub-regions, and local levels.
He guided substantive support and actions, evaluated and highlighted potential opportunities that scale up the UN response to sustainable development needs and emerging trends. He was an active member of the UN-Habitat International Experts Board, responsible for international UNH global projects (i.e. Latin America, Africa, MENA, Asia…etc.).
Selected ongoing projects/activities:
– Strategic Urban-Rural Development Dr. Fahmy was able to link urban/rural development for poverty reduction and enhance the Value Chain mechanism for competitive local/regional productivity and Development Observatories establishment that support municipality sustainable development and decision-making. He designed and implements a comprehensive methodology framework for the implementation of mega outputs via inclusive result-based management system and objective oriented follow-up and monitoring system;
– Sub-national Development, Dr. Fahmy designed and integrated innovative management strategies, Theory of Change and log-frame to develop city resilience that addresses quite sensitive and characteristic South of Sinai cities in the light of mega-regional and international competitive investment destination to achieve sustainable and comprehensive local development;
– Regional development, Dr. Fahmy accomplished a brand-new methodology that dramatically changes the northern region’s development (Al-Alamein) mindset of new cities development. The project has a new development track that includes a continuous productive economy, where Bassem applied predetermined KPIs. The innovative business model seamless integration for the new city within the Mediterranean basin;
– Metropolitan Strategic Development, Dr. Fahmy successfully accomplished Cairo Metropolitan priority projects (e.g. Al-Warraq Island, Al-Fustat and the Pyramids Plateau…) to be repositioned as a political, cultural, and international economic hub he planed the programme to ensure the maximum social and economic benefits for the majority Cairoians. He designed the socioeconomic mitigation measures based on critical assessment for the proposed development.
